Please note that all the DLCs do have requirements to unlock in the game after buying it:
– The Legendary Character Outfit Pack will be available after you unlock outfits in Chapter 2 of Yakuza Kiwami 3.
– The Legendary Lads & Gals Pack is unlocked by progressing through the Bad Boy Dragon story in Yakuza Kiwami 3.
– The Ryukyu Gal Gang: Customization Pack is unlocked by progressing through the Bad Boy Dragon story in Yakuza Kiwami 3. You must reach the second set of bike and baddie uniform upgrades in order to customize them.
– The Flip Phone Customization Pack will be available after you unlock your cell phone in Chapter 1 of Yakuza Kiwami 3.
– The Legendary BGM CD Pack will be available after you unlock the CDs in Chapter 1 of Yakuza Kiwami 3 and Dark Ties.
– All DLC aside from the Legendary BGM CD Pack can be used in Yakuza Kiwami 3.
Also note that any outfits, Baddies, CDs, and customization items for Bad Boy Dragon and your cell phone purchased as DLC will not count toward training challenges and other achievements.
